The Human Development Index (HDI) is an indicator to measure success in efforts to build the quality of human life. HDI can also determine the ranking or level of a country. For Indonesia, HDI is a strategic data because in addition to being a measure of Government performance, HDI is also used as one of the allocators for determining the General Allocation Fund (DAU). To increase HDI not only on economic growth because new economic growth is a necessary condition. For economic growth to be in line with human development, economic growth must be accompanied by sufficient conditions, namely equitable development. With equitable development there is a guarantee that all residents can enjoy the fruits of development.
